Sheila has served four terms in the Nevada Assembly, 1998 - 2006.  She has been appointed to the Assembly leadership team for the past three sessions, serving as the Assistant Majority Whip.

In the 2005 session, Sheila served as the Chair of the Assembly Health and Human Services Committee and as a member of the Assembly Ways and Means Committee, where she chaired the Joint Budget Subcommittee on Human Resources, overseeing the budgets of all agencies within the Department of Health and Human Services.  She also served as a member of the Growth and Infrastructure Committee.

In past sessions, Sheila has also served on the Commerce and Labor Committee, the Judiciary Committee, and Constitutional Amendments.

The Legislative Commission has also appointed Sheila to numerous leadership positions during the Interim between sessions.  Her current Interim assignments include:

Subcommittee to Study Services for the Treatment and   Prevention of Substance Abuse, Chair

Subcommittee to Oversee the Consultant to Study the Health, Safety, Welfare, and Civil and Other Rights of Children in the Care of Certain Governmental Entities or Private Facilities, Chair

In previous Interims, Sheila has served as the Chair of studies on the Death Penalty and the Juvenile Justice System.  She also served as the Vice-Chair of the Nevada Mental Health Plan Implementation Commission.
